Hello everyone! I would like to encourage you to participate in our upcoming hearing on integrated case management being held Friday, June 22nd.

So, you may ask, “What is goal of integrated case management?” Well, an integrated case management model would be most appropriate for children, youth, families, and adults who are involved with multiple social services agencies in the District. Often, recipients of social services are transferred and referred to and from multiple agencies. Such a model would help to ensure that agencies are able to track and share records and case information, which would significantly reduce the potential for people to “fall between the cracks” or “get lost in the system.”

The hearing is an effort to begin a dialogue about developing an integrated case management system for human service agencies in the District. Topics will include: developing a holistic approach to integrating intake and case management practice; data systems and improving the capacity of social service agencies to share vital information; promotion of cross-disciplinary staff trainings; and exploring agency culture change strategies.

I would like to encourage all those who testify to bring viable solutions and strategies to be considered, especially with an eye toward increasing the level of communication between human service providers in the District. Working together, we can ensure successful outcomes for all populations receiving social services in the District.

Those who wish to testify should contact Ms. Michelle Chisolm of the Committee on Human Services by e-mail at This e-mail address is being protected from spam bots, you need JavaScript enabled to view it or by telephone at (202) 724-8191. The hearing is scheduled for Friday, June 22nd at 10:00 am in the 5th Floor Chambers at the John A. Wilson Building, 1350 Pennsylvania Ave, NW.

Is there any truth to the rumor that Child and Family Services Agency and contract foster care agencies are angling to get out of hiring licensed social workers for foster care services because new MSW graduates can't pass the licensing exam? I have been hearing for a number of years that agencies can't find licensed social workers. It has been suggested to me that "integrated case management" could include this idea. Is this so?

Hello Rhonda and Eileen

There have been some concerns voiced regarding the difficulty social workers have had in passing the licensing exam. Also, there are fewer numbers of social workers that are obtaining licensure. These topics might be more appropriate for discussion at the Brown Bag that is being planned to provide the social work community with the opportunity to share concerns regarding the profession with Councilmember Wells. We are planning the Brown Bag after the June 22nd hearing. Although a date has not been finalized, we are looking at early July.

The focus of the upcoming hearing on integrated case management is to gain input on ways to create a more seamless, coordinated, integrated and family centered approach to case management. We hope that by exploring such a model, we can begin a systemic change that will result in a human service delivery system that fosters coordination and communication between agencies, resulting in better outcomes for consumers.

I do hope this gives some clarity as to the goal of the hearing. If you still need further information or have other questions or concerns, please feel free to contact me at (202) 724-8828.
